Becoming Certified
Becoming certified by the National Board of Professional Teaching Standards is an intense,
rigorous process, especially when done in conjunction with a full time
teaching job!
Since 2001,
PSD's candidate support has taken the financial concern out of
the certification process, relieving our teachers of the
additional burden of paying out-of-pocket for the expenses of
their candidacy, and enabling them to concentrate fully on the
process of becoming National Board certified. The State's Washington Initiative
Scholarship money
partially funds candidates' costs; however,
in order to receive the
WA Initiative Grant, applicants must agree to pay for
cohort support, which the Peninsula School District now
provides, at no cost to participants.
In addition to this,
the district provides substitute time, critical to teachers
while writing and compiling their portfolios, video equipment
for the candidates' to use to record their classroom practices,
and reimbursement of copying and shipping charges.

Better Teaching,
Better Learning, Better Schools...
The
NBPTS
certificate attests that a National Board Certified Teacher
is accomplished in his or her practice, makes sound professional
judgments about student learning and acts effectively on those
judgments. Washington State has
1,310 teachers
who have achieved this honor, and the Peninsula School District
is home to 20 of
those exceptional teachers, with 27 others in the process this
school year.
The NBPTS certification process involves a
demonstration of the candidate's teaching practices as measured
against high and rigorous standards described in the 5 core
propositions of the NBPTS. Candidates participate in a
two-part assessment. A portfolio includes student work,
videotapes and other artifacts completed in the candidate's
classroom, along with reflections on what occurred and rationale for
one's effectiveness of practice and professional judgment. The
assessment center exercises involve timed narrative responses to six
prompts focused on content knowledge and organized around
challenging teaching issues. This work will take the better
part of a school year, and is done simultaneously with the
candidates regular teaching assignments. Teachers report
spending 200-400 hours to complete the certification
process, a huge
commitment, to join the over 55,300 teachers in
all 50 states and more than 700 school districts who have
achieved Certified status.
The states with the highest number of teachers who
attained National Board Certification in 2006 were North Carolina
(1,525), Florida (1,513), South Carolina (636), Illinois (431) and
Washington (407).
The
Washington State Office of the Superintendent of Public Instruction
(OSPI) is working with
universities, districts and other partners to provide candidate
support. Currently the Washington Initiative
Scholarships
provide financial support from
contributors such as The Bill & Melinda Gates Foundation, the
Stuart Foundation, and Washington Mutual. Peninsula
School District is providing mentoring
services for candidates using their NB Certified Teachers, while
also providing video equipment, substitutes to cover classes while
teachers work on their portfolios, materials and supplies, as well
as financial assistance with the balance of the fees. The PSD
is able to do this with the assistance of Rainier Pacific Bank and
the Gig Harbor / Key Peninsula Chamber of Commerce.

After applicants have received notification that they have
qualified for a WA Initiative Scholarship and the district has
accepted them as candidates, teachers will be notified to file
their application with the National Board.
Earn
college credits for National Board Candidate Work and
Certification
Washington
State Action
The Washington Legislature funds an annual
$3,500 salary enhancement
for teachers who achieve National Board Certification.
~AND~
The Washington State Board of Education has approved regulations
that
National Board Certification will fulfill the renewal requirements
for state certification
for five years or until the expiration of the National Board
Certificate, whichever is greater.
~AND~
In addition, an out-of-state NBCT coming in to Washington to teach
will be granted a Washington State Professional Level Certificate.
~AND~
Teachers
with a continuing or standard certificate who hold a National
Board Certificate
are exempt from clock-hour requirements for the life of the NBPTS
certificate.
