Family Resource Coordinator – Birth to Three Special Education Services

Job Description


This FRC position coordinates services for families who have a concern regarding the development of their child. The FRC guides the family through the processes of:  referral, eligibility determination, development of the Individualized Family Service Plan (IFSP), provision of needed services, and transition of the family and child to school district services at age three.  The FRC is a liaison between families and community resources and services, and interfaces with Pierce County Community Connections and early intervention services providers.  This position will support families in Peninsula School District, as well as University Place School District.

Reports to Early Childhood Coordinator in Student Services; evaluated by Student Services Executive Director


  1. Process referrals received from Pierce County’s Single Point of Entry (SPOE).  This involves timely contact of families who have a concern regarding the development of their child.
  2. Meet with families to discuss concerns, and complete a developmental screening, if necessary.
  3. Refer families for more in‐depth evaluation, utilizing community agencies and providers who conduct early intervention assessments.
  4. Share evaluation results with family.  If the child is eligible for services, the FRC will develop and write an IFSP that will address the family’s identified concerns and priorities related to the development of the child.
  5. Coordinate the provision of early intervention services and other required services for the child and family, and facilitate the timely delivery of the services.
  6. Regularly contact the family to discuss progress, and modify IFSP, if needed.
  7. Maintain confidential, accurate records of child health/development and family status/concerns.
  8. Maintain accurate database information as required by Pierce County Community Connections and the ICC and/or other agencies.
  9. Provide support for families in crisis and coordinate efforts for consistency in the lives of the child.
  10. Maintain a caseload of approximately 65 families (Peninsula and University Place combined).
  11. Assist in planning and implementing transition activities for children eligible for school district services at age three.
  12. Attend required inservice/training/staff meeting as scheduled.
  13. Perform other duties as assigned. Must be willing to work flexible hours to meet the needs of the families, and schedule work hours throughout a calendar year.
  14. Must be willing to visit and meet with families in their homes, independently.

Work is performed out in the community, in the homes of families, as well as district buildings.  This FRC is required to travel to make home visits within the boundaries of the Peninsula School District and University Place School District.  Occasionally required to deal with angry or upset parents or children; required to adapt to a variety of home environments and family belief systems; model appropriate and effective behavior, as well as behavior management strategies.  This position may experience frequent interruptions and the need to shift priorities.  Phone calls and computer work is also required.


  1. Valid Washington State driver’s license and proof of current insurance
  2. Current Pediatric First Aid/CPR card


  1.  Bachelor’s Degree in social service or social work and four years of related field experience, ‐or‐
  2.  Master’s Degree in social service or social work with two years of related field experience
  3.  Knowledge of special education and Part C services for children with disabilities and their families
