STUDENT SERVICES ASSISTANT DIRECTOR FOR TITLE 1/LAP

PURPOSE STATEMENT:
The Student Services Assistant Director, under the general guidance of the Director, provides leadership and direction for the District’s state and federal programs specifically Title 1 and Learning Assistance Program (LAP). This position assists the Director of Student Services with budgeting, staffing, policy development, implementation of special education regulations, staff development, school support, data collection, record keeping and selection and evaluation of staff. In addition this position assists in compliance with all applicable Government regulations and District standards.

ESSENTIAL FUNCTIONS:

  1. Provide leadership, technical assistance, and coordination to school teams, administration, staff, and parents for Title 1 and LAP programs and services.
  2. Ability to manage Title 1 and LAP budgets.
  3. Implement policies, procedures, and standards for the efficient, safe and effective operation of state and federal programs and services.
  4. Provides leadership in gathering/sharing up-to-date knowledge of best practices for instruction of students.
  5. Maintains up-to-date knowledge regarding all relevant laws and regulations pertaining to the education of students with disabilities.
  6. Evaluate all personnel under his/her direct supervision at least annually.
  7. Skill in supervising, selection, training, leading, motivating and evaluating a team of specialists and support staff.
  8. Provide leadership, technical assistance, and coordination to school teams, administration, staff, and parents for programs and services for students.
  9. Provide leadership on legal issues affecting areas of responsibility. Provide staff training in new policies, procedures and forms.
  10. Maintains consistent presence at assigned worksite and regularly work hours specified under contract. Complies with District policies and Code of Professional Conduct.
  11. Collaborates with others for the purpose of implementing and maintaining services and/or programs.
  12. Interprets data, significance and alternatives effectively in individualized education program (IEP) meetings and discussions.
  13. Assists building leaders and student services staff in adhering to special education procedures, including review dates for evaluations and IEP’s.
  14. Evaluates effectiveness of district programs in meeting program and district goals; collaborates in developing action plans for continuous program improvement.
  15. Demonstrates professional responsibility.

OTHER FUNCTIONS:

  • Perform other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

MINIMUM QUALIFICATIONS:

Skills, Knowledge and Abilities

SKILLS are required to perform multiple, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including utilizing pertinent software applications, planning and managing multiple projects, developing an administering budgets and developing effective working relationships.

KNOWLEDGE is required to perform algebra and/or geometry; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: educational systems/Washington State K-12 System including appropriate statutes and regulations, theory of collective bargaining and contract administration, human resources processing and procedures, excellent oral and written communications, organizational and time management, conflict resolution skills, pertinent codes, policies, regulations and/or laws and current and developing technology.

ABILITY is required to schedule a significant number of activities, meetings, and/or events. Routinely gather, collate, and/or classify data and consider a number of factors when using equipment. Flexibility is required to independently work with others in a wide variety of circumstances, analyze data utilizing a variety of complex processes, and operate equipment using a variety of standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups, work with data of widely varied types and/or purposes, and utilize job- related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data requires analysis based on organizational objectives, and problem solving with equipment is significant. Specific ability-based competencies required to satisfactorily perform the functions of the job include: communicating with diverse group, meeting deadlines and schedules, setting priorities, working as part of a team, flexible to changing conditions, making quick and accurate decisions, working with multiple projects, dealing with frequent interruptions and changing priorities, maintaining confidentiality and facilitating communication between persons with frequently divergent positions. Attending evening and weekend meetings, retreats, trainings and conferences.

Responsibility
Responsibilities include: working independently under broad organizational guidelines to achieve unit objectives, managing major organizational components and supervising the use of funds for multiple departments. Utilization of significant resources from other work units is routinely required to perform the job’s functions. There is a continual opportunity to significantly impact the organization’s services.

Working Environment
The usual and customary methods of performing the job’s functions require the following physical demands: some lifting, carrying, pushing, and/or pulling and significant fine finger dexterity. Generally the job requires 50% sitting, 25% walking and 25% standing. This job is performed in a generally clean and healthy environment.

Experience

  • Job related experience within specialized field with increasing levels of responsibility is required.
  • Master’s Degree in Special Education, Educational Administration or related field
